California ratepayers are under attack from the state’s investor-owned utilities (IOUs). We are burned out, priced out, left in the dark and impeded at every turn in our fight to build local renewables to mitigate the climate emergency. Our best and most promising alternative to the IOUs are California’s Community Choice programs. They hold the promise of being the innovative, locally-controlled and responsive vehicles to scale equitable climate solutions with enough speed to make a difference. And we need this capability NOW.
The Alliance has built considerable grassroots clout over its five years, from our origins in the 2014 defeat of AB 2145. Without that success, community choice would have ceased to exist. Yet in five years, we have seen how Community Choice is continuously undermined – by leech-like fees that never go away, sucking critical CCA resources and capability. And by the IOUs themselves, empowered by the CPUC to use every trick in the book to place barriers in front of local clean energy solutions.
