In this March 2026 Statewide Call, Paul Fenn, Founder and President of Local Power, will present CCA 3.0: Energy Democracy as a Climate End Game Model—a forward-looking framework for transforming how communities generate, manage, and benefit from clean energy.
Building on earlier Community Choice Aggregation (CCA) models, this presentation will explore a next-generation approach centered on behind-the-meter renewable energy systems and flexible storage. The CCA 3.0 model aims to reduce reliance on traditional grid infrastructure while empowering communities to invest in distributed energy resources (DERs) at the local level.
The session will outline how municipalities can implement strategic program design and staffing models to support customer participation, drive local job creation, and expand equitable access to clean energy. It will also examine how shifting from centralized procurement to a community redevelopment-focused model can enable locally built, locally owned, and locally shared renewable energy systems.
This presentation will offer a bold vision for energy democracy and climate action, highlighting practical pathways for communities seeking to build resilient, inclusive, and sustainable energy systems.
