This document was developed by the Microgrid Equity Coalition to guide state agencies and grant programs in funding energy resilience and microgrid development projects meant to serve disadvantaged and vulnerable communities. It recommends criteria and processes for awarding grants that are accessible to and address the needs of such communities.
The Coalition, of which the California Alliance for Community Energy is a member, was formed as a collaboration of several organizations for the purpose of advancing environmental justice and equity outcomes in the Microgrids Proceeding (R.19-09-009) of the California Public Utilities Commission (CPUC). However, the Coalition’s recommendations in that proceeding are relevant and generally applicable to other state energy resilience programs.
