The California Alliance for Community Energy submitted this paper in response to a request for comments on how California should address wildfire risk, utility liability, and cost recovery following major natural catastrophes. In this submission, CACE outlines key principles and recommendations to ensure utilities remain accountable, ratepayers are protected, and communities are supported through cost-effective, locally driven resilience solutions.
